Safety culture is a complex phenomenon. It is not a static snapshot, but a constantly changing interplay of people and their environments. To change the safety culture in an organization is just as complex.
It can be concluded from research by the Vrije Universiteit (VU) that simple change processes usually have a success rate of 80%, while strategy implementations can count on a success rate of approximately 40%. Only in complex culture change processes does the VU speak of a failure probability of no less than 70% to 80%.
